Project Summary

California will receive $800 million in investment for plug-in electric vehicle (PEV) charging infrastructure and education initiatives from the California Zero-Emission Vehicle (ZEV) Investment Plan, with funding from Electrify America. This funding will be delivered in four 30- month investment cycles. The first of these cycles will invest $200 million throughout California, including $44 million in Sacramento as part of Electrify America’s Green City initiative. If implemented effectively, the California ZEV investment plan could have a significant impact on PEV sales throughout the state and specifically in the greater Sacramento region. It is critical to monitor this investment in order to maximize the impact of the incentives, improve the performance of the investment in future cycles, and duplicate the more successful practices in other locations. This project will prepare the tools and the baseline data to monitor the impact of Cycle 1 investments and other PEV related activities in the greater Sacramento region. The impact of PEV-related investments will be measured in PEV sales, consumer awareness, the number of outreach activities, infrastructure availability, and PEV availability while comparing and controlling for other factors such as gas and electricity prices, state level PEV availability and more. An online questionnaire survey will be administered to new and used car buyers in the greater Sacramento region to understand the level of awareness, knowledge, and interest in PEVs. A website data extraction tool will be created to gather and monitor the number of PEVs available in the greater Sacramento region. An online repository will be established to monitor ongoing education and outreach activities organized by various organizations in the region.
